As regards the definition of a new building " in section 3, the parts underlined in red in that definition are new and were drafted by the Director of Public Works, the Medical Officer of Health, and Mr. Tooker of the Public Works Department in consultation, because it was found that it was difficult in practice to apply the measuring test for determining what was a new building as laid down in paragraph 11 of section 3 of Ordinance 24 of 1887.
As regards the new addition in section 17, an Assistant Medical Officer of Health has now been appointed in the Colony.
Section 32 subsection (3). This is new. It was found necessary to enact a penalty for defacing any copy of a Magistrate's order.
Section 35. "Domestic building" is substituted for "tenement". I think that a reference to the interpretation of a tenement house in paragraph 18 of section 3 of Ordinance 24 of 1887 will show that the substitution of domestic building for "tenement" introduces greater clearness and simplicity.
The omission of the words "the Colonial Surgeon or" does not alter the sense. The Colonial Surgeon is in practice always a duly qualified medical practitioner.
Section 23. In some cases wealthy Chinese have purchased special burial grounds for their families in isolated situations, and it was thought desirable that power should exist to authorise burials in such special burial-grounds.
Section 43. The alteration effected by this section throws the expenses of maintenance as well as the original cost upon the different owners.
Section 57. It was found, as the result of sanitary experience, to be advisable to include kitchens and outhouses in the provisions of this section, and to provide a
